Eliminer et confiner pour gérer. Le sous-sol dans l’expertise internationale sur la gestion des déchets nucléaires

Abstract : This paper addresses the role played by the production of international expert knowledge on underground in nuclear waste governance. It analyses how international expert committees and organizations addressed nuclear waste issues since the 1950s and how they shifted from considering oceans to agreeing on underground as the best option to bury nuclear waste. Based on different empirical material (international expert reports, working papers and scientific publications) backed up with interviews, the paper shows how the underground has been framed and mobilized as a solution to solving nuclear waste problem through the expression of the ‘multi-barrier’ concept, i.e. combining natural and technological barriers as a protection against nuclear radiation.
